Are these batteries 5400mah or 600mah? the description seems deceptive concerning the capacity...

First, as others have already clarified - they are 600 mAh. Second, the "5400 mWh" is not only intentionally deceptive, it is also inaccurate since they are NOT 9V, they are only 8.4V which yields just 5040mWh (V*A=W), not the advertised 5400mWh (which is nearly 7% above the actual yield). Looking at their other batteries (AA, AAA, ...) (of which I have dozens) you can see they are all listed in mAh, so they are fully aware of what they are doing here with the 9V, I just don't understand why. Generally speaking, EBL makes some pretty good batteries, so it is a mystery why they chose to mislead the consumers in this case.

what is the different in prefromace 600mAh and a 5400 mWh?

They’re exactly the same thing. Watts = Volts x Amps. Because these are 9V batteries, 600mAh x 9V = 5400mWh.

In the past I have found LiFePO4 rechargeables that do deliver 9V, actually 10+ volts fully charged because that chemistry is nominally 3.2V per cell. I can no longer find them sold anywhere, sad to say; probably because the mAh rating wasn't as good as the more common Li-ion. But it was a product at one time, and you can still buy 9V battery chargers with a LiFePO4 setting.

Can the battery be charging while in use? I want it to power a project, but have a solar panel charge it at the same time.

That’ll work, but this tends to be a bit hard on the batteries, so they likely won’t live as long. Usually when someone’s trying to supply constant power to a device that uses batteries, I point them toward a battery eliminator. See if you can find a good 9V battery eliminator that suits your needs. If not, this’ll work too.
