Q: will this work for a 5.5 qt kitchen aid mixer? Meaning set the speed control and the use the on/off pedal

The device is a simple on/off toggle for whatever is plugged into it. The controlled device is plugged into this device's a/c outlet plug; pressing the pedal completes the power-loop while releasing the pedal interrupts the loop. What that does to your mixer would depend upon your mixer; if plugging it up while turned on and unplugging it does not harm it then it should be okay. If the speed-control is electronic then the speed-control would have to be reset every time.

Q: Is this a waterproof foot switch? Also does it work with a 3 hp meat grinder?

I don't believe it's waterproof. It has a 3 prong plug so I don't see why it won't work on any 110 volt grinders.

Yes it will, it works great with our Cabela's grinder. It has made filling our hamburger and sausage bags so much easier !
