Absolutely - they have a normal paper-finish and don't have a plastic feeling at all.

is the finish smooth like index cards used to be ? Or matte so colored pens (not sharpies) don't write smoothly?

I find them perfect for pencils and several varieties of pens. They are smooth, but not glossy, which I would not like. I find them perfect for several types of pens but have never used Sharpies. They are sturdy and smooth. To me, they are exactly like index cards used to be.
