Q: What on earth is meant by 'Product is unique and carries its own natural characteristics as this is a natural product'? It's metal & manufactured!

Sounds like a well-written meaningless statement. Unfortunately, its natural characteristic of being extremely lightweight makes it useless for cutting matte board of any reasonable weight.

Q: Does this come with a blade?

Yes I believe I got 5 blades with mine.

Q: Will this cut a 24x30 matte board?

Yes it will. there's no limitation to the size of board. There is a limitation to the thickness. This cutter is too flimsy to cut heavy matte board.

Q: Using a medal square what do i lay the mat on to cut? will it cut my table? will square move.?

It is supposed to cut through the mat, so it will cut the surface the mat is on. I use a scrap sheet of hardboard. I think a self healing mat would work as well, but I'm not certain because I wasn't brave enough to try it with my wife's mat. The square will definitely move if you don't clamp it down. I use a clamp on the front and back of the table to ensure that my cutting reference (square in your case, a straight edge in mine) does not move.
