Do they really mean this comes with 32gb ram? i thought the max was 24?

This is an updated, not yet released, version of the GX701. The 24GB version is for the i7-8750H variants. The version you're commenting on is specifically the GX701GX-XB78 with the 32GB of RAM and i7-9750H.

Is it possible to upgrade RAM or storage?

Hello, This system is capable of upto 24GB of RAM. It has 1 8GB stick on the board and then you can take out the additional 8GB stick and replace it with a 16GB stick. If you want to upgrade storage you will have to replace what is already in the system. there are no additional slots for storage.
