Are these milletts good quality i.e. golden in colour and fresh?...

Yes I believe they are good. Budgies tend to go for the creamy light coloured millet, wild birds go for darker but will eat either. I feed darker millet to wild birds in the winter, as it is said to help them keep warm. Budgies like brown millet just as much as they like cream millet.

Why was my delivery so poorly packed

Mine was ok and packed in a waterproof bag and inside a box if I remember rightly.
