Yes it is rubber. It's a training kinife.

Is this the same size as the Tiger Claw? Does it have the same dimensions and exact duplicte?

The whole knife is 10 inches over all. I do not know if it is the exact duplicte as the real knife. You may have to do some research to know what the dimensions of the real one is.
