can this swiss card be taken in checked hold luggage in all countries?

Yes, I have accidentally carried this card in my shirt pocket (where it lives all the time) through the metal detector but have also put it in the little tray to pass through the x-ray machine and had it checked (they picked it up and looked closely) but then handed it back to me. Most times (and I have had this over 10 years, going abroad every year) it goes in my hand luggage and gets ignored. At the time of writing (Jan 2019) the UK security rules are that the blade should be no more than 6cm (the knife on this tool is 3.8cm - there's a handy ruler along one edge of the tool hence I can be quite accurate). If you look at this web page "https://www.gov.uk/hand-luggage-restrictions/personal-items" it does say that a blade with a sharp point is not permitted so technically they might take the blade off you but to be honest the tips of the scissors are just as pointed and yet they class as "small scissors" and would be permitted. This is just my experience I hasten to add.

The battery is not sealed in, it is easily replaced and comes with instructions telling you how.

Is this uk legal to carry in public ?

As annoying as it is this blade is NOT legal to carry- its below 3 inches, but does not fold, which is a requirement
