The wire may be to thin as it's a large connector. Suggest you try a lower amp one i.e. 5 amp

Yes you can cut the strip into shorter lengths. I like to put the earth wire in the middle between live & neutral, as an extra safety precaution. The connector strip will need to be in a weatherproof box if it is outside.
