Could I fill this with concrete for a more permanent solution once in place ?

Probably. But it’s held down by VERY sticky adhesive tape and Does Not move at all! We had to pry it up once the ramp was no longer needed. We’ve pressure washed the area and have gotten about half of the tape off of the concrete. This ramp is very sturdy!

Will this hold up in snow and ice? Or will the water and ice get compacted between the little spaces and expand and break the ramp?

Such a hypothetical could occur. Since the incline is only 4 inches, I would remove them during extreme weather conditions. The ramps are very light. The materials are pretty heavy duty, so I think the probability is pretty low.

Are these plastic, metal, rubber, or something else? What is "upgrade material"?

It is not rubber it is very hard plastic.
