Can this be used as a paint on wash? Or should i thin it? And with what ?

Yes, it can be thinned down with water to be used as a brush on wash, personally I have decanted it into various bottles and mixed it with other washes to make a few 'custom' tones. Makes it very economical. Also have the Brown Wash in the same size.

Does this work like the citadel nuln oil shade?

Yes, the black works the same as Nuln Oil, and the sepia works just like Agrax Earthshade. Only difference is the price!

Hello, can this be used for panel lines on mecha models?

It certainly can. I've been using it for panels on Adeptus Titanicus Titans. I'd recommend seriously thinning it for that use though. It's quite thick out of the pot.
