Would it work for making water splashes?

It could yes. I used it for making waves and a waterfall with splashes. Depending on how big the splashes are you may need to build it up in layers.

Can it be used to set as base for Faux Flower arrangements ?

I used it for a small waterfall in a miniature garden. hyou have to build it up gradually, one layer at a time. I found that it looked realistic at first after thoroughly drying, but a couple of days later it went "milky" so was a bit disappointing. It would be OK if it wasn't going to be seen and should hold the faux flowers alright with enough depth, but I wouldn't want to use it in a clear container.

How does this different to resin? Is it non-toxic?

IT's a transparent liquid gel used to simulate water. It looks like cream, spreads easily and dries clear. You add liquid colours or just paint the bottom surface before you put it on. You can build up layers easily as it isn't runny like resin. It doesn't say that it is toxic on the container, but who knows!
