Q: Will a 3/8 tripod mounting screw fit in the QR plate 1708?

A 3/8 bolt will fit through the end, but it will not slide through to the middle of the plate unless the relief is cut down to normal 1/4-20 size.

Q: Will this 3/8 quick release plate work with a large arca swiss ballhead and a 4x5 sinar?

Not well, it will move a lot and unstable with heavier and bigger camera body
