Going to the sellers page, I would say no. However, it's a simple collar, so you could easily find a leash to match. It just might not have the reflective stitching like the collar.

Q: Would a Medium fit a Border Collie?

I’m not sure about how a medium would fit your dog, but I can share about our experience. Our pup is 11-12 lbs. his small collar fits really well. It is approximately 12” long, and I could adjust it out several more inches.I believe the dimensions provided by the manufacturer are an accurate representation of actual size. We really like this reflective collar.
