Hi, yes it is that type of fitting but you need to be sure it is the correct size for your inflatable before buying.

Can this be used on a stand up paddle board? fill to 15psi?

No idea why the seller says it doesn't do 15psi as it absolutely does. I've pumped my SUP up to 15psi hundreds of times with this. It auto powers off at 15psi.
