Can you use on different bottles that are not Tommie tippy ?

I dont think they can and they are also specific to certain tommee tippee bottles you can't use them with the anti colic bottles.

Why do they smell weird? Very strong plastic smell even after washing!

I’ve never had this problem and been through many packs. May just be the batch you received. Return and replace and hopefully next one will be fine. If anything it might have a slight plastic smell when first opened but always disappeared immediately for me.

Why is there a limit on number of purchases? I buy regularly as my toddler (still on bottle) bites holes in them!

No idea perhaps a silicone shortage ?
