Handle does turn on and off. Had it about a year. No leaks yet.

what's the exterior product length (the outside tube)?

The loop hangs down about 22” from the wall attachment and extends out about 45” in length.

I do not see any means on how to secure (mount) this thing to the wall?

Mine are plumbed through the wall and connected to the interior pipes. They can also be run through the side of a cabinet and T'ed off of the sink supply. In that case a clam shell bracket would be needed to hold it against the inside of the cabinet.
