ONE SHOULD NOT, I REPEAT NOT USE THESE IN SUCH AN APPLICATION. THEY ARE MADE OF THERMOPLASTIC AND STEEL. THE HOT WIRE WOULD MELT THROUGH THE PLASTIC AND CONTACT THE STEEL POSSIBLY CAUSING A HAZARD OF SHOCK - - -

Q: What is the purpose or function of the three (3) little flanges located between the metal screw & the circular eye?

The "flanges" are meant to lengthen the electrical leakage path, thus enhancing the resistance to electron flow. It makes them work as better insulators between the electric fence wire and the supporting structure into which these are screwed. The "flanges" perform the same function as the long strings comprising electrical insulators which support high voltage transmission lines from their towers.
