Q: How do you actually access the basket as looking at the photos i can't tell?

There is a small gap between the two seats that you can use. You cannot fit a diaper bag in there.

Q: Can you use for a toddler and a new born ?

Yes it does. I bought this for my newborn grandson and 20 months old granddaughter at the time. Excellent value and easy to use.
