Q: Is this lamp bright enough for reading?

Yes It is. You can control the brightness also the colour.

Q: When using the ‘timer-off’ feature does the light fade down brightness until it's off, like a sunset, or does it just turn straight off?

It just turns off, when you program it to turn on it does the whole sunrise thing but I haven’t found the way of making it fade to go off.

Q: Can this device run off the usb cable, if plugged in to a usb socket outlet or would i have to you the plug adapter?

I just use the USB cable in a usb socket. I don’t use a plug.

No it doesn't dim all the way to 0. It turns on dim then lights up more.
