I don't know for sure but probably not. The Otter box seems to be to bulky to fit in this case. I only have the minimum case on mine and it fits snuggly.

Will this fit a iphone 13 mini with or without a protective case?

I would think so. I have an iphone 14 pro with a case and it works fine.
