Is this tape spade proof?

No. The purpose of the tape is to warn of underground electric cable. The cable is put in a trench and then covered with say 100-150 mm of pea gravel and/or soil. The tape is laid on top of this and then the trench is filled in. If anyone goes digging at a later date, they come across the tape before they hit the cable.
