if you are reading up to 37 lbs max for a car, should i buy a 60 lbs gauge?

Yes as this is more than 50% of full scale it is very easy to read and confirm this pressure on a 0-60 psi scale. Many other gauges have a 0-100 or even 0-120 psi scale and it is more difficult to read a relatively low (37 psi) reading on those gauges.

Is the gauge tested for accuracy before shipping? If so, what is its accuracy?

as far as I understood when I ordered it, it was calibrated, however the manufacturer listed that it works best toward the middle of the range of pressure 20-40psi as the gage loses a little accuracy at the extremes, as happens with all gages, thats why the make high pressure, and low pressure gages from what I understand. Don't buy a gauge that goes up to 60 if you need to measure less than 5. That's just common sense. If you need to measure 3-5 psi, buy an 8-10 psi gauge, which sounds like a specialty tool.
