How does this hold up to the weather?

These are cast iron, they will rust if exposed to the weather. They have a nice finish on them, but I don't know how durable it is. Mine are inside. These are really nice coat hooks, I'll probably order another set for my shop.

Would these hold a heavy backpack?

I put 4 on a board in my laundry room and they hold 3 very heavy backpacks! Heavy duty!

What is the weight rating for these hooks?

The weight limit on these should not be the concern of these hooks - they are VERY Strong. I would be much more concerned about the placement and whether you are in a stud. GREAT and sturdy hooks.
