Q: Will this screw into a female 1/4 npt opening?

Yes, of course. The 1/4 Male NPT can screw into 1/4 Female NPT thread.

I kind of doubt it, I think the taper is too much and I think the OD of this is slightly smaller then a PEX fitting. I think the PEX would work its way down the and off the barb. Maybe if you put two rings? Its a longer barb then PEX fittings. Might be worth a try if it is somewhere you can keep an eye on it and it wouldn't cause damage if it did come off.

Q: do you sell a 3/4" to 1/2" reducer in SS for barbed hose ?

I wouldn't go above 200psi with the right hose and clamp

Q: Is this safe for carbonated water?

It is made from ss 304, which is what most brewers use. So, I would say yes...However, for water, I would use PBT.
