Absolutely, especially if the 11 year old is a dog lover!

Yes. It came with paper instructions in the box.

How many dogs can be built at once?

There are 3 instruction booklets in the set. Two are for 2 dogs each and the third is for 3 dogs. I purchased two sets so that I could make more dogs at once.

Are you able to mix dogs from the sets? Like build the husky and instead of the dog it comes with build the pug or beagle instead?

You can intermix any of the dogs in LEGO #31137. I have the Doxie and the Shepard built right now, but can take apart one of them and build a dog from a different instruction booklet. Watch your colors or who cares what colors your dogs are. I would say that you cannot build a Shepard and Poodle at the same time because they both require the same white pieces. I actually have 2 of this set so that I can make lots of dogs at one time.
