I am about 138 lbs (fluctuating up to 145 lbs at times) and 5'4"ish. Waist 29 and Hips 39. I can wear a medium bottoms, but generally feel I have too much room, especially when my weight fluctuates down. I went with the small.The material is super stretchy to accommodate fluctuations in size. The skirt fits perfect, barely covering the front private area and showing the bottom half of the booty cheeks. It has good coverage of the bottom abdominal, easily hiding a pop belly.

I am an in betweener, typically I am slightly too chubby for XL, but too small for 2xl. ( 5'4, 212lbs, carrying most weight in my belly. I bought the 2xl the length is perfect, but the waste is a little loose, not so much it falls to the floor, but I can't suck in the belly or it will. It's super cute and good quality.
