Does it come off easily and without damage to the surface?

Yes it comes off easily, my 15 pound dog easily tore it off and it took paint with it also, would not recommend

Will this work on the door frames?

Yes - it will adhere to anything, but note that it may remove paint if you try to take off once placed. If you have door frame molding that is curved or intricate you will have to do the best you can to make it look presentable (rather than a flat surface).

Will this prevent the noise that results from my dog scratching on the outside of the bedroom door?

It might but be warned it may very well rip the paint off your door! It did mine and my wall as well. They falsely advertise that this is harmless but it is not true.

How is this different than clear packing tape?

It is much thicker than clear packing tape. This is like a moderately thick plastic film with an adhesive back. It would protect whatever you put it on (though it removes the paint when you peel it off).
