Does it have a sharpener

The one I received did not have a sharpener.

Are they water activated?

No. It's literally just like a crayon, softer but still. Some came soft and broke easily as I tried to draw on the face and some my child said hurt as I tried to get the "crayon" to apply. Think of it like the oil pastel crayons..it felt like that going on but again some were smooth and worked fine but others u had to press hard and either broke or just rubbed the skin harsh..and I don't recommend full face drawing as it takes alot to remove. I recommend makeup wipes or soap and water and rag. Next time I'm just going to order safe face paint as this didn't work as I thought it would.

Do they come with black?

YES IT COME WITH 1 BLACK AND 1 WHITE AND THE REST DIFERENTS COLORS .

Does this kit come with a step by step book of how to draw different designs?

The kit did not come with a book at all. My boss gave had fun being creative with this set.
