Does anyone know if this will get too hot when used in spring and summer? Should I get a warmer rated one?

I would think it depends on your personal comfort zone. I'm from the South, wife is from the North, and when we slept inside a bedroom in 65-70 degrees, I used the sleeping bag and had to throw on a blanket over it to stay warm, while she slept with a couple of thin blankets.

Does the bag open fully so you can use it like a quilt?

Yes...the sleeping bag opens all the way and lays flat, like a blanket or quilt.
