Is this massager quet?

It has a very soft whiring whisper sound. Does not scare my cats. They like it, don't press down just gently hold it to their body or forehead. I use it on my head and neck too. If they have long hair like my female, be careful it can get caught in the teeth. I am very happy with the item.

Can I use this on my horse?

I don't see why not. It's gentle and makes a small mechanic sound so if your horse doesn't mind a little constant wiring sound, it should be fine. I just wouldn't use it on the mane or tail. Don't want it to get tangled.

Can i charge it with 220V source?

I use reg plugins. And my kindle charger to recharge. 220 V is only for stoves, dryers etc. Will not work on this to recharge.
