How wide is the opening for each cup, or what width of candles will fit?

The opening is 2" at the top of cup and I use battery tea lights in mine

Do the silver votives come with a black twisted base or silver?

It comes with the black twisted base.. you just pick what color votive you want.

Does the unit have any protective pads on bottom? I want to use it on a lacquer table and want to prevent scratches.

No pads. but you could buy some small dark adhesive pads and cut to fit. I have it on a smooth glass patio table, and it has not scratched.

If I leave on table outdoors , will rain damage glass coating / color ?

So far, mine has survived some upturned bucket rains....raining for two days without ceasing. I brought the glass inside and the little cup holders had water in them, but no staining and no damage.
