Having bought this for my grandson the pedals only turn one rear wheel rather than both. why?

The pedals and crank drive a chain to the rear left wheel only, in the form of a single fixed wheel drive. The rear right wheel is freely rotating and not connected to the drive mechanism. The tractor is not easy to pedal due to inadequate spacing from the seat to the pedals.
