Does it have a flat bottom?

The bags DO NOT have flat bottoms. I purchase them because they were suppose to be flat and there is no way if adding cookies can you fit them in the bag as the picture depicts. Amazon needs to request they remove that picture, it's false advertising and I returned my purchase.

How can I order bulk orders?

You would need to contact the manufacturer, and I believe they also have a bulk order listing on Alibaba.

will these bags hold a jumbo muffin (like from Costco)?

The bags, when fully filled, are about 3" x3". They comfortably hold about 6 cookies. Don't know how big the muffins are at Costco.
