Why are these so small? Do you put two on each eye lash?

Hi, they are accent lashes so are applied to the outer of the eye, and you put one lash on top of your upper lash and one under your upper lashes and then the magnetics pull together to keep the lashes in place.

I only want to use fake eye lashes at the outer corners of my eyes. Can these be cut and used for this purpose?

Not really but there are ones exactly for that available, from the same range.

Can you wear normal eyeliner and then the eyeliner that comes with it on top?

These don’t need magnetic eyeliner as they attach to each other above and below your natural lashes. So you can wear normal eyeliner as usual

These are designed to stick to each other one on the underside of the lasher and one above so they would be half the volume if you only used the too one with magnetic liner - IF they would stick to the liner. That, I can’t be sure of.
