Will this move around when empty on plastic/rubber cargo liner?

It will probably slide around on plastic. If your rubber compound is relatively soft it may not shift. The tie downs are the only part of this organizer that are not top notch. They are serviceable, but not as well thought out as the rest of the system.

I have a 1997 Ford Expedition with a cargo liner that is made of rubber material, will the cargo organizer still stay in place?

I have a Toyota Highlander, and it too has a thick rubber bed liner. The trunk organizer works very well with the liner and I've had no problems with it. For the size, convenience, and flexibility of the organizer, it's well worth the price (it cost a little more than some of the others, but you also get so much more.Ed Robertson
