Is the strap long enough to bring glasses down around neck? Many times ihave to take them off to read somethng.

Plenty long. Adjust by how far down on the earpieces you slide the strap. It doesn't need to go far.

Do these have rubber straps?

They are cloth with what appears to be a rubber insert in the ends. They hold well on my glasses and I have been happy with them. I do a lot of work on an older car and was tired of my glasses slipping while I was under the car trying to hold a part in place with one hand and a wrench in the other. These bands work great even when I have sweat pouring down my face in the hot humid Houston summer. They would be great for bike riding or jogging too.

It should. It’s not necessarily easy to get the tube on the wings of the glasses, but the ring on the holder can be snugged up quite firmly. I used it while gardening to keep mine from falling down my nose. It worked fine.
