Can this unit hook up to a smart TV?

We didn't hook it up to a smart TV. However, I would be surprised if it couldn't be with the RCA to HDMI converted provided with the unit.

What is the universal remote programming code for this dvd/tape player?

I don't believe we use a remote for this VCR.

Can somone run through the repeat function and see if it has a repeat all on it?

No don't think that the VCR player doesn't have a repeat button on it. It just has a rewind button and a fast-forward button and stop and play and record.
