Can be used this oil on cars with Diesel Particulate Filter?

Generally not, because the oil has too much "SAPS" ( “sulphated ash, phosphorus and sulphur”) that will destroy a car's smaller DPF. One of the reasons newer vehicles can use "Low SAPS" oils is cleaner fuels (Ultra Low Sulfur Diesel) that require less "SAPS" to keep the engine oil from becoming acidic.

This is adverised as a Full Synthetic Motor Oil, yet the Amazon descripion says it is a conventional motor oil, which is it?

Not sure where it is being listed as conventional oil. But even if it was, it wouldn't matter. M1 TDT is about as bulletproof as a motor oil gets. Professional long-haul diesel operators swear by it and it is even better in a gasoline engine. Far more capability than 99% of the engines on the road will ever need. Change it every 7500-10000 miles and the engine will last longer than you will own the car or truck.

Can i use this in my 2016 ram 1500 eco diesel?

Yes, if it is the right weight oil called for. I run it in a 2020 RAM ecodiesel as it calls for 5W-40 turboo diesel oil. Stays very clean But I change it myself every, 7000 miles even though the dealership Stat 10,000

For diesel engines, Mobil 1 Turbo Diesel Truck meets CI-4, CH-4, CG-4, CF-4 and CF. And CI-4+. Please compare the above standards to the requirement that should be stated within your Jetta's owners manual. Since your Jetts is about 13 years old you should find requirements of motor that have become obsoleted by these newer ones. The new standards meet the olds and still meet the new. ie, This motor oil should be good for the Jetta.
