Will this work with a 3" single wall face pipe used for air intake

I use this on an outside wall as a fan air release. Nothing major. Its not built for industrial use.

Can you rotate the vent after it’s installed?

I installed mine as a fixed vent .

When installed in a wet location ( outside wall of a building ), does it have drain holes for water to drain out during rain storms?

This air vent does not have "weep holes" for water infiltration evacuation. This should be used in protected (under eaves) areas.
