They are PLASTIC for goodness sake and about 3-4 inches tall. Why would they be exposed to rain? I suspect you can plant them in a full fish tsank.

I don't see any reason you couldn't. Just be sure that somebody doesn't bite down on one.

Do these have floral wire integrated into the stems?

There is wire but it is sometimes difficult to remove the outer covering
