Will this work fir a regular peaked and tuned cb radio?

This antenna will work on the 2 meter Amateur Radio band, and the 440Mhz Amateur band. IT IS NOT FOR USE ON CB BANDS which is the 27Mhz band. It will not work at all. To operate on 2 meters or 440Mhz, you will need to be a licensed ham.

Could this be painted to "blend in" for HOA "compliance"?

Yes. I bought a white one and painted it black. No effect on performance.

New to ham, be kind. buying this for a base antenna to use w/ my uv-5r til i get a base radio. will a 15m cable from antenna to radio cause issues?

I have the antenna on a 20 ft telescoping mast. Make sure to use a minimum 6 ft ground rod to ground the mast. I also have a lighting arrestor inline with coax that is grounded. For the short run of 28 ft I use 213 coax for less signal loss. I can hit repeaters 50 plus miles away on 5 watts. My home is located at 987 ft above sea level.

Will this work on gmrs frequencies 462-467 mhz?

It WILL work. That doesn't mean it will work well. I'd suggest getting an Ed fong for gmrs
