Yes It will work for dark hair also.

Q: Would it wash out or run/drip on my clothes in rainy weather?

I can’t answer that question. I haven’t tested it in wet weather. I would assume it would run after getting wet. It’s chalk for the hair so I don’t think it would be good to wear in wet weather.
