Is there a stop when the handle is extended to hold it in place, or can the handle be easily folded away?

There is a bottom on the top of the handle to release it from the folded position to full extension. It clicks when is at full extension and remains there until you push is back down. When folded, you can carry the cart using the handle and won't extend until you press the bottom on top of it.

How to better store the rope of the luggage cart?

Fit under the seat on an airplane?

Yes it should if completely folded but if lashed to a bag probably wouldn't
