When it says change oil will this machine pull the oil out of the a/c system and replace with new? Or is it talking about machine itself oil?

The machine itself. You only want to use this pump on empty lines with no refrigerant or oils inside it. If you're pulling oil out of an AC system you're going to use a recovery pump. This is only designed to evaporate and remove moisture from the lines. This pump has its own oil in order to operate which you should replace regularly.
