No it doesn't, you need to transfer your old idle air control valve the new one. I used it on 1997 2.5L jeep wrangler as an upgrade.

Will this fit a 2004 jeep wrangler 4.0 ?

It should fit your 4.0, I installed it on a 97 TJ with a 2.5l.
