Regarding the waterproofing -- how does it hold up in the rain? Do the contents stay dry?

I have only used this backpack in light rain. Yes, the contents stayed dry. Cannot attest to how it would perform in heavy or long term rain.

Although I don't carry on my back often, the times I have the wheels have never bothered me ..... once I make sure they're clean, that is.

Does this bag tip over? Another brand I bought tips over so easily after putting in a load of books. I want one that won't fall forward.

Mine does. After a few weeks one of the stability feet broke going upstairs. So if i dont prop the bag against the wall it rolls everywhere.
