Why is small size more expensive? Seems ridiculous.

Only the supplier can answer that question. But beware the sizing is totally wrong anyway so unless you’re ordering for a toddler aged 2-3 years then I’d suggest that you get a medium rather than the small. My very average 4 year old boy found the small size was to small but the medium fitted well it still fits him well now he is 5.
