Can the ticket numbers be specified, such as 1 to 500?

Not as far as I now. They all jave 4 - 7 digit numbers that run consecutive per sheet. IE. First sheet would be 20010. Second sheet is 20011...20012 etc.

How heavy is the paper or is it card tock?

Not paper, but not a heavy card stock, more a lighter cardstock. These are wonderful and make the process easier because you only have to look for one number and you don't have to peruse a whole lot of tickets to see if you have the winning number. All the local groups who have used these find that they work very well.
