The old tire says MC72H. What does that mean?

The tire that you have mentioned here is not of a standard American sizing from any source that I know. It could have been a specialty tire for police or military use. Not knowing the name brand or model of motorcycle I couldn't do a lot of specialized research. Here is the standard way a tire is alpha/numerically broke down though.......Alpha numeric series of numbers and letters, MT90 16, a tires sizing, but it's expressed in an alphabetical versus metric code. M means the tire is designated for motorcycle use, T is the tire width code, 90 is the aspect ratio and 16 is the rim diameter. MC is not one of the width codes used in the USA that I can find. If I was to guess this tire came off of an older motorcycle and would breakdown like to M-motorcycle, C-civilian, 72-max MPH and H-highway or hi-performance. In an older M/C 72 would be high speed. Just keep in mind that the last is just a guess.

What does the h mean in mh16? It's not on my one on my bike.

MH is the Alpha numeric for the width of the tire.

Does this tire have the slim whitewall

The tire I recieved is a black wall. I believe you can get this tire w/a whitewall.

Can i use this tire on a tube rim with a tube also

This tire was "new" however the production date on the sidewall was August 2024. Not exactly fresh off the assembly line. I was expecting something produced in 2025. It mounted up fine and didn't require much weight to balance. Other than it being nine months old already it is performing okay.
